Last week, dozens of cities across the USA saw demonstrations after a white police officer suffocated a black man to death. Images of George Floyd, 46, as an officer of the law pressed his knee into his neck onto the tarmac, while he was handcuffed and crying out “I can´t breathe” until he fell unconscious, have spread around the world.

Although the scale of demonstrations in Brazil has not reached the same level as in North America, the public have reacted strongly to the murder of the teenager João Pedro, in the Salgueiro community in Rio de Janeiro.

Data from the Public Security Institute (ISP) indicates that the number of deaths resulting from police intervention has increased by 43% even during the coronavirus pandemic.

This will be the subject of a debate between Gabriel Sampaio, Coordinator of the Conectas programme, Confronting Institutional Violence and Thiago Amparo, Lawyer and Lecturer on Diversity Politics at the FGV Law School.

About the participants

Thiago Amparo is a Lecturer at the São Paulo FGV Law School and runs courses on human rights, international law, public policy, diversity and discrimination. He trained as a Lawyer at PUC-SP, has a Master´s degree in human rights (LLM) from the Central European University (Budapest, Hungary) and a doctorate from the same university. He was a visiting researcher at Columbia University (New York, United States). He is a specialist in constitutional law and public and company policy on diversity and anti- discrimination. He writes in the Folha de São Paulo newspaper on a weekly basis and participates in the Legal Alliance for Racial Equality (Aliança Jurídica pela Equidade Racial). He was joint secretary for human rights and citizenship at the São Paulo City Hall from January to May 2017.

Gabriel Sampaio is Coordinator of the programme, Confronting Institutional Violence at Conectas Human Rights. He has a Master´s degree in Criminal Procedure Law from PUC-SP and specialised in Fundamental Rights at the University of Coimbra and in

Criminal Sciences at UNISUL. He was Secretary for Legislative Matters at the Justice Ministry and Legal Advisor and Speaker at the Special Secretariat on Human Rights of the President of the Republic.
