Sur - International Journal on Human Rights - 15th Issue: “Implementation at the National Level of the Decisions of the Regional and International Human Rights Systems”

Conectas Human Rights (Brazil) invites authors to submit contributions for a Special Issue of the Sur Journal (N. 15, second semester 2011) on: “Implementation at the National Level of the Decisions of the Regional and International Human Rights Systems”.
The international and regional human rights systems have been fundamental in the definition and protection of human rights, and they have contributed substantially to the improvement of the Rule of Law in various different regions. These mechanisms have, in many cases, been the final remedy available to victims when local institutions fail to protect basic rights. Accordingly, in addition to a protection mechanism, they represent a source of hope in adverse local political contexts.
Human rights defenders and specialists claim, however, that the decisions and recommendations issued by these mechanisms are not currently being implemented satisfactorily on the national level. The lack of implementation, they explain, is a serious threat to the very mechanisms themselves, which lose credibility in the eyes of the victims and the States (see, for example: “From Judgment to Justice”, Open Society Justice Initiative, November 2010).
We invite authors to contribute to this debate. Articles analyzing successful models for civil society to monitor the implementation of recommendations at the national level; governmental mechanisms for monitoring the implementation and new forms of monitoring implementation by regional and international mechanisms are specially welcomed.
This topic is not exclusive, n.15 of the Sur Journal will also include articles adressing other human rights issues.
