We are very pleased to present the 13th issue of Sur Journal, which addresses the subject of regional human rights protection mechanisms. The purpose of this issue is to examine the development of these regional systems, their drawbacks and potentials, and to discuss the possibility of cooperation and integration between them and the international human rights system.
The special edition is composed of six articles that deal with treaties and decisions of the regional human rights systems. Among them, we have included articles that address the African and the Inter-American systems. We hope that this issue of Sur Journal will draw the attention of human rights activists, civil society organizations and academics to the possibility of a greater cooperation and integration between the regional and the international human rights systems.
This issue includes another two articles, both dealing with the topic of transitional justice in post-dictatorship Latin America. The first one focuses on Brazil, analyzing the process developed by the Brazilian State for making amends with victims of the dictatorship and with society. The second article deals with the Peruvian case, discussing the process of establishing a Truth and Reconciliation Commission in Peru.
We have also included in this issue an article dedicated to Professor Kevin Boyle, an exceptional academic and human rights defender, and a partner of Sur Journal.
This is the second edition in partnership with the Carlos Chagas Foundation (FCC). We appreciate their support making it possible to print the Sur Journal.
