The Global South encompasses fragile states, countries in the throes of violent conflict, nations on the path to democratization, and incomplete democracies. Weak institutions, failure to enforce rights-respecting laws, growing social inequity, persistent violence, and governmental impunity all play a part in perpetuating human rights violations against vulnerable groups in these societies.
